A night tram conductor in a city where every citizen’s power is printed on a public record discovers his own file is blank – not sealed, not deleted, empty – and every faction in the state wants it either filled in or burned.

Teo Bankole, twenty-six, checks strips on the night tram, which means he spends eight hours a night reading strangers’ abilities off little cards and asking them to move down the carriage. He has done it for four years and has never once had a strip of his own worth printing. The first time he tries a new public terminal himself, the machine prints him a blank card, and a blank card is not an error. In Halstead a person with no recorded ability has no standing: no vote, no licence, no contract enforceable in their favour. The Registry wants to correct the oversight by assigning him a power under its own authority. A syndicate wants him gone, because an unreadable man is a liability in a city that runs on reading people. An archivist wants to know whose name was there before it was taken out. Teo wants to know what he is before someone decides for him.
